Epitaph/Burning Heart reports that the new (International) Noise Conspiracy record will be titled "A New Morning, Changing Weather" and is due on October 23rd. I think Epitaph's news letter says it best, "I have heard it in full and it's absolutely bitchen! T(I)NC stuns me with how diverse and creative their sounds are.
